New administration/moderation system

Instead of policing the threads for various problems that may occur (which has proven fairly successful), we are going to begin and test out a new policy of encouraging members to report posts that they feel break the rules of the forum. A new set of community guidelines will soon be posted which members can refer to, and a tutorial on reporting posts will also soon be posted.
