And what program was used to slice it all together?

From one second to ten seconds between every shot. Fewer shots makes it go faster and looks more dramatic ;)

I used After Effects, but even Photoshop will work or any other video editing software.
Just import as image sequence...

The HDR clip needed a batch bracketing before further processing.

Very cool and inspiring. Haven't tried time-lapse yet but now I really want to. Nicely done!
